Policies & Procedures

Key staff policies, reporting requirements, and professional expectations

Mandatory Reporting Requirements

All district employees are mandatory reporters under Oregon law (ORS 419B.005). Staff are required to report suspected child abuse or neglect to the Oregon Department of Human Services (DHS) or local law enforcement. Reports must be made immediately upon reasonable suspicion. Annual training on recognizing and reporting abuse is required through SafeSchools.

Professional Development Requirements

Licensed staff must maintain a current Oregon teaching license and complete required professional development hours. The district supports ongoing learning through Frontline Professional Development, building-level PLCs, and district-sponsored workshops. Check with your building administrator for site-specific PD calendars and expectations.

Evaluation Procedures

CSD 509J uses the 5 Dimensions of Teaching and Learning framework for licensed staff evaluations. Classified staff evaluations follow procedures outlined in the OSEA bargaining agreement. Evaluation timelines, rubrics, and self-assessment tools are available through your building administrator or the Human Resources department.

Leave & Absence Policies

All leave requests should be submitted through Frontline (formerly Aesop). Policies for sick leave, personal leave, bereavement leave, and family medical leave (FMLA/OFLA) are outlined in the applicable bargaining agreement. Workplace Safety & Reporting

Report workplace injuries or safety concerns immediately to your supervisor and the Facilities department. Workers' compensation claims must be filed within 90 days of injury. Safety Data Sheets (SDS) are available at each school site. Emergency procedures and evacuation maps are posted in all buildings and reviewed annually.

Code of Ethics & Professional Conduct

All staff are expected to uphold the standards outlined in the CSD 509J Code of Ethics and applicable OAR rules for licensed educators. This includes maintaining appropriate boundaries, protecting student confidentiality, and modeling the district's commitment to equity and inclusion. Concerns about professional conduct should be directed to your supervisor or Human Resources.
